Compliance, Explained
In modular construction, compliance begins well before ground is broken. Each state certifies both the modular assembly plant and the full set of construction drawings prior to production. As modules are built indoors, the state conducts inspections at each critical stage of assembly. Upon completion, every individual module is formally certified as compliant with the applicable building code.

Permanent Housing
Because state inspectors oversee and certify code compliance during manufacturing, their approval preempts traditional local inspections related to structural code compliance. As a result, modular projects avoid many of the delays commonly caused by sequential, on-site inspections in traditional construction.
